Cena or Flair - Who Holds the Real World Title Record?

At WrestleMania 41 on Sunday, WWE announced that John Cena made history by winning his 17th world championship - calling it the most world title reigns in wrestling history. The company promoted the win as breaking the long-standing record held by Ric Flair.
This claim has renewed a debate that wrestling fans and historians have revisited many times over the years, now brought back into focus by Cena’s latest title win.
WWE has long referred to Flair as a 16-time world champion, but many wrestling historians and longtime observers say the actual number is 21.
Flair won world titles across several major promotions during his career, including 8 with the NWA, 6 with WCW, and 7 with WWF/WWE. Some of those reigns were brief or not always mentioned on television, but respected sources like Pro Wrestling Illustrated, the Wrestling Observer Newsletter, columnist Mike Mooneyham, and wrestling authors Tim Hornbaker and Keith Elliot Greenberg recognize all 21 of them as legitimate world title wins.
Cena’s 17 reigns, all officially acknowledged by WWE, combine the WWE Championship and the now-retired World Heavyweight Championship. WWE’s count includes only the titles under its own umbrella.
So while the claim is accurate within WWE’s own records, many in the wrestling world still view Flair as the real record-holder. It all depends on whether you go by WWE’s version of history or a more complete view of the sport that includes title wins across multiple promotions.
Either way, Cena’s accomplishment is historic. But in the eyes of most historians, Ric Flair still holds the record for the most world title reigns.
