On June 3, 2023, Rampage Wrestling is holding an event in Dover, DE at 410 Legislative Avenue. That location is on the Legislative Mall, which is the grounds (they even ask for people to bring their own chairs) of the Old State House and the Legislative Hall (the current State House). There is no admission charge but donations are requested.
A permit must be applied for and appoved and an insurance policy for $1 million must be taken out to use the grounds. I understand that the proper permit has been obtained for holding this event, which is separate from an Athletic Commission permit required for wrestling events in Delaware. Based on all available information, Jay Cortez is the sole owner of Rampage Wrestling. His legal name is Jason M. Sweeney and his Facebook alias is Jay Felicano. Neither alias is listed on his page on the Sex Offender Registry, which means he apparently didn’t give them to authorities when he registered.
Sweeney has been on the Delaware Sex Offender Registry since November 27, 2001. That date was when he was convicted of a Class C Felony - Rape in the Fourth Degree (DE-11-0770-0a3a-F-C). While I’ve heard otherwise, his registry entry says the victim was 18+. This crime makes him a Tier II Offender which means he can come off the registry after 25 years - in 2026.
His home address in Kent County, DE is listed as is a work address in Maryland. An additional work address is given for Rampage Wrestling and it’s the same as his home address. As I noted above he doesn’t seem to have given police his aliases for his registry entry - as is required. Click here to read the requirements for registrants.
Some in the industry I spoke to knew about his record, but thought he was no longer putting shows on. Social media and the Rampage Wrestling website have been pretty dormant for the past 3-4 years, but before that there were shows in New York and Delaware. I have also heard he has had a track record of not paying people who worked his shows in the past.
To summarize, a convicted felon and Tier II Sex Offender who committed rape is holding a wrestling show on the grounds of the state capitol building in Dover, DE.
